I entered the wrong backup PIN on my new device

You cannot restore your chat history with your backup PIN if you enter it incorrectly 10 times.

If you don't have any chat history backed up or you no longer have your old device and you enter your backup PIN incorrectly 10 times, there will be no way to transfer your chat history to LINE on your new device.
